Technical audit for the results-based payment mechanism of the West Africa Regional Fisheries Program (WARFP) in Mauritania and Guinea

In Mauritania and Guinea, the WARFP includes a performance incentive tool for the actors involved in the implementation and, especially those whose intervention directly contributes to the achievement of indicators drawn from the project's results framework. This tool is the Results-Based Payment (PBR).

The achievement of the target values of these indicators (IPBR) triggers the compensation of those who have contributed to the achievement of its objectives through an PBR Fund made available for this purpose.

Five indicators have been selected for each country:

Mauritania:

  • Number of reliable fisheries management data regularly available.
  • Percentage of this data that is regularly published and made available to the public.
  • The number of fishing vessels operating in the Economic Exclusive Zone should not exceed the ceiling set for each segment.
  • Percentage of registered vessels
  • The Annual Total Allowable Catch (TAC) in the octopus fishery is distributed as a percentage to the artisan-al, coastal and industrial segments in a "participatory", "transparent" and "scientific" manner.

Guinea:

  • Number of reliable fisheries management data regularly available.
  • Percentage of this data that is regularly published and made available to the public.
  • The number of fishing vessels operating in the Economic Exclusive Zone should not exceed the ceiling set for each segment.
  • Percentage of registered vessels.
  • The vessel maritime surveillance system (VMS) of industrial fishing vessels is fully functional.

The overall objective of the audit is to verify the achievements made by the national services under each IPBR for the third, fourth and fifth years of PBR implementation (2018-2020).
